Est\u00e3o organizadas em <strong>CINCO DIMENS\u00d5ES<\/strong> de atua\u00e7\u00e3o do CAU\/RS partindo da mais abrangente, que baliza a rela\u00e7\u00e3o do Conselho com a<strong> sociedade<\/strong>, passando pelas <strong>rela\u00e7\u00f5es institucionais<\/strong> p\u00fablicas e privadas, observando o <strong>mercado<\/strong>, o <strong>ensino<\/strong> e a forma\u00e7\u00e3o profissional, concluindo com a dimens\u00e3o mais interna e espec\u00edfica, referente \u00e0 <strong>estrutura<\/strong> do Conselho. Neste aspecto, \u00e9 um compromisso da gest\u00e3o:<\/b><\/h4><p><b>1.1.<\/b> Promover e estimular a percep\u00e7\u00e3o da sociedade sobre a Arquitetura e Urbanismo como uma ferramenta de desenvolvimento e transforma\u00e7\u00e3o social, e profissionais da Arquitetura e Urbanismo como agentes promotores de qualidade de vida da popula\u00e7\u00e3o.<\/p><p><b>1.2.<\/b> Aperfei\u00e7oar as pol\u00edticas p\u00fablicas para que a sociedade tenha conhecimento e acesso \u00e0 Arquitetura e Urbanismo; Defender e refor\u00e7ar a import\u00e2ncia do trabalho colaborativo e integrado do CAU com as institui\u00e7\u00f5es p\u00fablicas, associativas e privadas, visando \u00e0 constru\u00e7\u00e3o de uma casa saud\u00e1vel para todas e todos, em uma cidade justa e segura.<\/p><p><b>2.2.<\/b> Estimular a valoriza\u00e7\u00e3o das atividades t\u00e9cnicas reconhecidas como investimento em qualidade, seguran\u00e7a e economia, atuando junto aos \u00f3rg\u00e3os p\u00fablicos a fim de que os projetos para obras p\u00fablicas sejam contratados pelo crit\u00e9rio da qualidade, indicando a realiza\u00e7\u00e3o de concursos p\u00fablicos, de licita\u00e7\u00f5es de t\u00e9cnica e pre\u00e7o, bem como eliminando as contrata\u00e7\u00f5es de obras sem projeto.<\/p><p><b>2.3.<\/b> Promover a prote\u00e7\u00e3o de bens culturais atrav\u00e9s de atividades de educa\u00e7\u00e3o patrimonial e da fiscaliza\u00e7\u00e3o compartilhada, em coopera\u00e7\u00e3o aos \u00f3rg\u00e3os de preserva\u00e7\u00e3o do Patrim\u00f4nio nos \u00e2mbitos municipal, estadual e federal.<\/p><p><b>2.4.<\/b> Defender o protagonismo das(os) profissionais da Arquitetura e Urbanismo nas administra\u00e7\u00f5es municipais, c\u00e2maras de vereadores, \u00f3rg\u00e3os p\u00fablicos de licenciamento, cart\u00f3rios e outras institui\u00e7\u00f5es, cobrando a presen\u00e7a de profissional habilitada(o) para o exerc\u00edcio das atribui\u00e7\u00f5es legais, fiscalizando o justo exerc\u00edcio profissional.<\/p><p><b>2.5.<\/b> Trabalhar pela transpar\u00eancia e efetiva utiliza\u00e7\u00e3o dos recursos de fundos p\u00fablicos para o financiamento e execu\u00e7\u00e3o de projetos e obras de habita\u00e7\u00e3o, mobilidade, saneamento e outras, relacionadas \u00e0 Arquitetura e Urbanismo.<\/p><p><b>2.6.<\/b> Propor e apoiar iniciativas de simplifica\u00e7\u00e3o e desburocratiza\u00e7\u00e3o dos processos de licenciamento de projetos e obras junto aos \u00f3rg\u00e3os p\u00fablicos, visando \u00e0 efici\u00eancia, \u00e0 transpar\u00eancia, ao aprimoramento no atendimento e o respeito ao profissional, valorizando a responsabilidade t\u00e9cnica, o direito autoral, a seguran\u00e7a de clientes e da sociedade, bem como a preserva\u00e7\u00e3o do meio ambiente e do patrim\u00f4nio cultural.<\/p><p><b>2.7.<\/b> Garantir a representa\u00e7\u00e3o das(os) profissionais de Arquitetura e Urbanismo e de suas entidades em f\u00f3runs, comiss\u00f5es e conselhos tem\u00e1ticos, atuando junto aos diversos setores e inst\u00e2ncias decis\u00f3rias relativas \u00e0 gest\u00e3o das cidades e institui\u00e7\u00f5es, buscando que a formula\u00e7\u00e3o de leis, o planejamento e a atua\u00e7\u00e3o p\u00fablica sejam alinhados aos princ\u00edpios da cidade justa e inclusiva.<\/p><p><b>2.8.<\/b> Reivindicar a inclus\u00e3o de g\u00eanero, ra\u00e7a e classe nos concursos, termos de refer\u00eancia de projetos e outras atividades profissionais, al\u00e9m de promover e fiscalizar as legisla\u00e7\u00f5es que promovam a equidade de g\u00eanero para as arquitetas e urbanistas, como a Lei Estadual n\u00b0 11.303\/1999 que determina um percentual m\u00ednimo de mulheres no provimento dos cargos de \u00f3rg\u00e3os colegiados da administra\u00e7\u00e3o estadual.<\/p><p><b>2.9.<\/b> Contribuir para o fortalecimento das entidades profissionais que re\u00fanam arquitetas(os) e urbanistas, estimulando a organiza\u00e7\u00e3o profissional em todo o estado e \u00e1reas de atua\u00e7\u00e3o, incentivando a participa\u00e7\u00e3o no F\u00f3rum sociedade.<\/p><p><b>3.4.<\/b> Intensificar as a\u00e7\u00f5es de implanta\u00e7\u00e3o da Assist\u00eancia T\u00e9cnica para Habita\u00e7\u00e3o de Interesse Social (ATHIS), promovendo e ampliando a atua\u00e7\u00e3o de profissionais em atendimento \u00e0s fam\u00edlias de baixa renda.<\/p><p><b>3.5.<\/b> Estimular as diversas formas de empreendedorismo, cooperativismo, associativismo e outras formas colaborativas de atua\u00e7\u00e3o profissional.<\/p><p><b>3.6.<\/b> Atuar para qualificar a gest\u00e3o da atividade profissional, esclarecendo e orientando sobre regularidade jur\u00eddica, Ensino Superior (IES) e suas respectivas coordena\u00e7\u00f5es de curso para a qualifica\u00e7\u00e3o permanente e cont\u00ednua do ensino e forma\u00e7\u00e3o em Arquitetura e Urbanismo.<\/p><p><b>4.2.<\/b> Ampliar as a\u00e7\u00f5es de defesa da qualidade do ensino de Arquitetura e Urbanismo, questionando os crit\u00e9rios para abertura de novos cursos e a aplica\u00e7\u00e3o indiscriminada de Ensino a Dist\u00e2ncia (EaD).<\/p><p><b>4.3.<\/b> Acompanhar as medidas que ser\u00e3o adotadas pelas IES para a adequada reposi\u00e7\u00e3o de conte\u00fados pr\u00e1ticos ministrados em Ensino Remoto Emergencial (ERE), buscando garantir a qualidade do ensino e forma\u00e7\u00e3o.<\/p><p><b>4.4.<\/b> Defender a qualidade do Ensino e Forma\u00e7\u00e3o em Arquitetura e Urbanismo, denunciando a atua\u00e7\u00e3o de empresas que priorizam o lucro em detrimento da boa qualidade na forma\u00e7\u00e3o profissional.<\/p><p><b>4.5.<\/b> Incentivar a extens\u00e3o universit\u00e1ria e a amplia\u00e7\u00e3o dos Escrit\u00f3rios Modelos de Arquitetura e Urbanismo (EMAUs), no formato preconizado pela Federa\u00e7\u00e3o Nacional de Estudantes de Arquitetura e Urbanismo do Brasil (FeNEA), como componente essencial para a forma\u00e7\u00e3o de futuras(os) profissionais de Arquitetura e Urbanismo.<\/p><p><b>4.6.<\/b> Demonstrar a inviabilidade legal e \u00e9tica da atividade das Empresas Juniores nos campos de atua\u00e7\u00e3o profissional da Arquitetura e Urbanismo e coibir suas atividades atrav\u00e9s da fiscaliza\u00e7\u00e3o.<\/p><p><b>4.7.<\/b> Incentivar e apoiar iniciativas de forma\u00e7\u00e3o continuada e a resid\u00eancia t\u00e9cnica acad\u00eamica em Arquitetura e Urbanismo como modelo de forma\u00e7\u00e3o.<\/p><p><b>4.8.<\/b> Fomentar junto \u00e0s entidades e IES a oferta de cursos, semin\u00e1rios, treinamentos e palestras, estimulando a participa\u00e7\u00e3o de profissionais e descentraliza\u00e7\u00e3o f\u00edsica das atividades, consolida\u00e7\u00e3o dos Escrit\u00f3rios Regionais, amplia\u00e7\u00e3o do CAU Mais Perto, aperfei\u00e7oamento das ferramentas digitais, cria\u00e7\u00e3o de colegiados regionais e a\u00e7\u00f5es de apoio \u00e0 fiscaliza\u00e7\u00e3o, ao registro, ao atendimento e outras atividades e parcerias institucionais estrat\u00e9gicas em todas as regi\u00f5es.<\/p><p><b>5.3<\/b>. Refor\u00e7ar a participa\u00e7\u00e3o das(os) profissionais e da sociedade na comunica\u00e7\u00e3o de circunst\u00e2ncias que possibilitem uma a\u00e7\u00e3o direta da fiscaliza\u00e7\u00e3o por parte do Conselho, ampliando a abrang\u00eancia da campanha \u201cCada arquiteto e urbanista um fiscal da profiss\u00e3o\u201d.<\/p><p><b>5.4.<\/b> Consolidar e ampliar as agendas de eventos e atividades p\u00fablicas de discuss\u00e3o e promo\u00e7\u00e3o dos temas relacionados \u00e0 Arquitetura e Urbanismo, tais como cursos, palestras, semin\u00e1rios tem\u00e1ticos e regionais.<\/p><p><b>5.5.<\/b> Seguir com a comunica\u00e7\u00e3o qualificada sobre Arquitetura e Urbanismo, em todas as m\u00eddias dispon\u00edveis e acess\u00edveis, para divulgar e promover a profiss\u00e3o, informando a sociedade a respeito das atribui\u00e7\u00f5es, formas de contrata\u00e7\u00e3o, import\u00e2ncia para o desenvolvimento social, econ\u00f4mico e cultural, al\u00e9m de iniciativas, eventos e atividades do Conselho, das entidades e dos demais parceiros.<\/p><p><b>5.6.<\/b> Qualificar a gest\u00e3o de dados e informa\u00e7\u00f5es do CAU\/RS, buscando a estabilidade do banco de dados, a integra\u00e7\u00e3o com bases de dados externas, cria\u00e7\u00e3o de plataforma local do IGEO, propondo a utiliza\u00e7\u00e3o dos dados qualificados para fiscaliza\u00e7\u00e3o, comunica\u00e7\u00e3o, promo\u00e7\u00e3o da profiss\u00e3o, rela\u00e7\u00f5es institucionais, elabora\u00e7\u00e3o de pol\u00edticas p\u00fablicas e di\u00e1logo com a sociedade.<\/p><p><b>5.7.<\/b> Seguir demandando do CAU\/BR a confiabilidade de funcionamento da plataforma Sistema de Informa\u00e7\u00e3o e Comunica\u00e7\u00e3o do Conselho de Arquitetura e Urbanismo (SICCAU) e a sua atualiza\u00e7\u00e3o tecnol\u00f3gica, tornando-a mais econ\u00f4mica e segura, melhorando a interface com profissionais e com a sociedade.<\/p><p><b>5.8.<\/b> Aperfei\u00e7oar a ado\u00e7\u00e3o de protocolos nacionais e sistemas informatizados compartilhados (intranet, sistemas de gest\u00e3o), para tornar mais eficientes os procedimentos de an\u00e1lise de processos, rotinas administrativas e reduzir tempos de tramita\u00e7\u00e3o e possibilidade de erros.<\/p><p><b>5.9.<\/b> Compartilhar e intercambiar nacionalmente as boas pr\u00e1ticas de gest\u00e3o, assim como o uso das ferramentas de Tecnologia da Informa\u00e7\u00e3o e Comunica\u00e7\u00e3o (TIC) para aperfei\u00e7oar os procedimentos e rotinas do Conselho.<\/p><p><b>5.10.<\/b> Atuar para valorizar o quadro funcional do CAU\/RS consolidando o Acordo Coletivo de Trabalho, atualizando e qualificando o Plano de Cargos e Sal\u00e1rios, estimulando a organiza\u00e7\u00e3o dos servidores, consagrando as rotinas de avalia\u00e7\u00e3o funcional que reconhecem e valorizam o melhor desempenho e qualificando os canais de di\u00e1logo permanente com a gest\u00e3o, al\u00e9m de
